How does "Tag users when replying" work?

When you tag a user in a reply, that user will get a Notification that you have mentioned them in your comment. The strange syntax by their name, like @Smith is just Facebook's internal syntax for tagging someone. The number is their ID, followed by the text that should be linked.

Tagging only works for someone who is your friend, or for Page owners who are mentioning someone who has replied already in the comment thread. If these conditions are not met, the user's name will be shown without a link, and no Notification will be sent.
